房贷新政在部分城市落地:燕郊首套房首付最低二成   房贷新政在部分城市落地:河北燕郊首套房首付最低二成   ■本报见习记者 刘 萌   2016年2月2日,央行及银监会发布通知,宣布不限购城市首套房首付比例最低可降至20%,二套房首付比例降至30%。这意味着从2016年开始,不限购城市购买首套房首付从25%降至20%,对于刚需买房的人来说,首付压力又减小了。   近日,《证券日报》记者走访了河北燕郊地区部分新盘、房产中介和银行网点发现,部分新盘首套房二成首付已于春节前悄然落地。某大型房产中介公司有关人士对《证券日报》记者介绍称,购买二手房符合首套房标准的,也会在正月初八后开始执行二成首付的新政。   而对于“限购”城市北京来说,据本报记者调查了解,首套房仍按照原规定执行三成首付的标准。   房贷新政在燕郊落地   春节前,央行及银监会联合发布了房贷新政。其核心内容是,在不实施“限购”措施的城市,居民家庭首次购买普通住房的商业性个人住房贷款,原则上最低首付款比例为25%,各地可向下浮动5个百分点。对拥有一套住房且相应购房贷款未结清的居民家庭,为改善居住条件再次申请商业性个人住房贷款购买普通住房的,最低首付款比例调整为不低于30%。对于实施“限购”措施的城市个人住房贷款政策按原规定执行。   有分析称,此次政策去楼市库存意图明显,是基于当前经济下行压力较大,房地产库存高企,促进中国经济平稳运行的必要之举。   新政发布后,《证券日报》记者对燕郊地区进行了走访调查。在河北省燕郊的一家国有大行网点,银行的客户经理告知本报记者,首套房首付最低二成的政策在春节前已经落实,目前银行多与一些优质新盘有合作,有购房需求的客户已经可以享受到首套房首付最低二成的“福利”。   上述银行的客户经理还告诉本报记者,该地区的多数银行目前都已经落实了首套房首付二成的政策。   在某大型房产中介的门市,虽然春节期间仅留有部分值班员工,但是前来咨询的客户也是络绎不绝。据《证券日报》记者观察了解,不少购房者都是来咨询房贷新政的。   该房产中介的一位经纪人对《证券日报》记者介绍称:“目前新盘都已经按照首付二成的标准执行。我们公司与建设银行、河北银行等银行都有合作,已经接到了银行通知,二手房在正月初八正式上班后也会执行降低首付比例的新政。”   该房产经纪还补充道:“由于目前燕郊人口剧增,购买二手房已经不能落户,如果是自住,家里有小孩,可能要交借读费才能上学。”   本报记者在燕郊某个新盘遇到了不少来自北京的购房者。一位房产销售告诉本报记者,由于紧邻北京通州,交通也方便,不少客户都是来自北京。这位房产销售还提醒:“如果您此次买房是用于投资,对户型、面积等要求不多,可以考虑排一下号,应该能认购到这一期。如果对户型、面积等有要求,估计买不到合心意的了,现在排号的人比较多。”   《证券日报》记者还采访到一位来自北京的购房者,他对本报记者表示:“我在北京刚参加工作不久,收入还可以,但是积蓄不多,此次新政对我来说是及时雨。虽然首付降低后月供会增加,但首付成数下降,可以缓解一次性支出首付款的压力。毕竟北京城区附近的房价对年轻人来讲有点儿高不可攀,在燕郊也算安一个家。”   房贷新政的实施对购房者来说会有什么样的影响?目前首套房商业贷款在燕郊按照基准利率执行,以一套总价为100万元的住房为例,如果首付25%,需要一次性支付25万元的首付款,贷款30年,按照等额本息还款法,则每月月供为3980.45元,支付总利息为682962.15元。如果首付下降为20%,那么首付款降为20万元,贷款30年,按照等额本息还款法,每月月供为4245.81元,支付总利息为728492.96元。   虽然看起来购房者会多付一些利息和月供,但此项政策使得刚需购房者的门槛明显下降。此次新政出台正值春节返乡高峰,有利于购房者提前落实置业计划,往年成交淡季的一季度,也许会迎来一个小高峰。   据《证券日报》记者调查了解,目前四川、江苏、山东、福建、河北等多个省份和地区都已经开始落实或即将落实首套房首付二成的新政。   北京地区房贷政策不变   自2010年开始实施限购政策以来,全国共有46个城市曾实施楼市限购政策,涵盖了四大直辖市、五大计划单列市、大部分省会城市以及苏州、无锡、佛山、金华等沿海地区发达的二、三线城市。   不过2014年以后,限购政策开始土崩瓦解。目前除了北上广深和三亚5个城市外,其他城市均取消限购。   从实际房地产走势来看,限购的5个城市在2015年普遍出现量价齐升的现象,反观其他城市特别是三、四线城市市场则相对低迷,去库存压力较大。本次政策调整不包含“限购”城市也反应出国家对于稳定楼市,推进房地产市场“去库存”,促进房地产行业健康发展的决心。   根据北京市住建委的官方发布,2015年,北京市新建商品住宅共成交11.18万套,成交面积1164.63万平方米,成交均价27329元 平方米,虽然同比2014年量价齐升,但较2012年、2013年的成交量仍有所下降。   据《证券日报》记者了解,目前北京地区首套房首付仍然依照原来30%的标准执行,个人住房商业贷款大多可享受八五折的优惠利率。   2015年北京楼市表现不错,主要得益于宽松调控政策贯穿全年,包括购买首套或者二套房首付比例均下调至历年最低、多次降准降息使得贷款利率创新低、公积金贷款放宽等多项重拳政策组合出台。   业内人士指出,此次政策调整,虽未涉及北京等“限购”城市,但也会对限购城市产生心理上的影响。在多重利好因素的叠加效应下,如今买房已迎来低门槛、低利率的时代。 进入【新浪财经股吧】讨论相关的主题文章:
