联合国副秘书长:能源可持续性发展面临的挑战比想象多-中新网   中新社香港10月7日电 联合国副秘书长吴红波7日在香港表示,能源可持续性发展面临的挑战要比想象的多,能源短缺,石油、天然气在逐渐减少;能源的结构不合理,大量使用煤炭,短时间内替换不了;能源的分配不合理,发达国家用了大量的能源,而发展中国家逐渐在改善生活,也需要能源。   香港中华能源基金会7日在此间举行“能源与可持续交通运输”论坛,邀请多位联合国官员和国际能源专家,就实现联合国可持续发展目标和推动可永续发展的交通运输系统进行讨论。   吴红波指出,目前全球有四分之一的温室气体是由以化石燃料为主的交通运输排放产生,导致全世界近400万人死亡,大部分个案来自于发展中国家。为此,联合国在2015年9月通过了《2030年可持续发展议程》,这是人类未来可持续发展的蓝图,是每一个人的议程,要实现可持续发展,需要每一位地球人作出行动。   吴红波说,可持续交通是联合国的一个重要课题。到2050年,全世界将有25亿人口迁入城市,特别是在亚洲和非洲,必须将能源和可持续交通结合起来研究,才能有效解决城市化的一些普遍问题,比如堵车和交通污染。各国应该互相借鉴经验,共同处理好交通和能源问题。   香港中华能源基金会常务副主席兼秘书长何志平表示,可持续的交通运输系统发展不能只强调经济性,也要履行环保责任,以及鼓励开放包容、全民共享。香港是全球最繁忙的交通枢纽之一,拥有大型而成熟的集体公共运输系统和基础建设,多年来成为国际社会发展交通运输的借鉴和楷模,但香港也免不了遭遇发达国家和地区共同的交通问题。香港必须要赶上世界的潮流,通过互联网科技推动共享交通运输系统和使用经验的创新,达致资源物尽其用、交通条件全民共享、减低城市消耗。   国际能源署前执行董事范德?胡芬表示,如何以更加可持续性的方式生产能源是全世界目前面对的非常重要的问题。目前全球有73亿人口,15到20年后,将会增长到90亿人口,每个人都要使用电灯,也都要乘坐交通工具去上班和度假,对能源需求的增长十分明显,以更加可持续性的方式生产能源非常重要;此外,经济的增长需要能源,尤其是发展中国家在经济增长的过程中对能源的需求很大。   壳牌石油公司前总裁约翰?霍夫迈斯特表示,中国的能源外交非常有创造性,可以将能源带到有需要的地方。获得帮助的国家和地区的人们正确地理解和感谢能源外交非常重要,而这并不仅仅是中国的责任,更是受到帮助的国家的责任,当地政府需要将强教育,帮助民众更好地理解。   香港中华能源基金会参与并赞助联合国能源大奖。吴红波说,奖项鼓励全球各方面更加努力地推进和使用清洁的可再生能源。目前世界上使用的能源大多是化石能源,对环境的破坏和污染非常严重。奖项去年才是第一届,相信影响会越来越大。第一届的获奖者为亚洲、非洲贫困家庭,特别是妇女在生产期间能够用上电,减少死亡,发挥了积极作用。   约翰?霍夫迈斯特说,奖项提供100万美元奖金予获奖者,奖金数量和诺贝尔奖相当,相信未来会有越来越多的人申请该奖项。   吴红波强调,中国是能源的使用大国,也是可再生能源的生产大国,中国可以介绍自己的经验和教训,同时也需要学习世界先进技术。“一带一路”是具有远见的战略举措,沿线国家和地区有世界上一半的贫困人口,如果能够实现合作共赢,沿线国家和地区将很快发展起来,对世界将有很重要的影响,和联合国可持续发展的宗旨是一致的。(完)相关的主题文章:
